H. D. Higgins grew up in Little Rock, Arkansas. After graduating from Little Rock Central High School and studying psychology at the University of Arkansas, he enlisted in the U. S. Air Force during the Vietnam War. Over the course of more than twenty-three years, he served in military intelligence and completed tours of duty in England, Turkey, Italy, and Japan. Holding an associate's degree in Russian, he retired from the Air Force in 1995. Following his military career, Higgins worked as a technical writer for an engineering company in Baltimore, Maryland, before taking a second retirement. He has since returned to his home state of Arkansas, where he continues to pursue his longtime passion for creative writing.
