From Performance Governance to the Governance of Intelligent Civilization. For more than half a century, my professional work as a management consultant, researcher, and author has been guided by a single question: How should humanity organize itself to achieve sustainable progress. My earlier work focused on strengthening organizational governance through AI-assisted strategic planning, result-based performance governance, institutional accountability, strategic human capital development, and the responsible integration of artificial intelligence into organizational decision-making. That research progressively demonstrated that AI should not be viewed as a substitute for human leadership, but as an intelligent partner that enhances strategic thinking, evidence-based decision-making, continuous learning, and institutional performance. As my research continued, however, it became increasingly clear that the challenges created by artificial intelligence, robotics, nanotechnology, biotechnology, quantum technologies, and advanced digital networks extend far beyond organizational management. Humanity is entering a new stage of civilization. The fundamental question is therefore no longer simply: "How should organizations govern artificial intelligence. ". It has become a far larger question: "How should humanity govern an Intelligence Civilization. ">The central argument of this book is that artificial intelligence should not be understood primarily as an object of regulation. Instead, it should become an instrument that enables humanity to govern itself more intelligently. This distinction leads to a new concept introduced throughout this work: Intelligence Governance. Intelligence Governance is not merely the governance of artificial intelligence. It is the governance of human civilization through the responsible partnership of human intelligence and artificial intelligence under ethical institutions, democratic accountability, the rule of law, and respect for human dignity. The book proposes a Federated Intelligence Governance Model in which governance begins with the individual and the family, extends through communities, enterprises, municipalities, nation-states, regional institutions, and the United Nations system, and ultimately supports the coordinated governance of humanity itself. The objective is not centralized world government. >One of the book's most significant contributions is the Declaration for the Intelligence Civilization. >This book therefore offers not merely a theory of governance, but an invitation. >The Intelligence Civilization is not a distant future. It is already emerging. The responsibility for governing it belongs to us all.
